How to color pivot regions?

This appears to be using the drawing tool 'Region Highlight Y'. Several of these can be placed next to each other and the shaded color can be customized.- Right-click on your chart > Drawing tools > Select 'Region Highlight Y'
- Click once to place the first anchor point, drag your mouse to highlight a Y region of the chart you desire, then click again
- Double-left click on the top or bottom border of this drawing tool to access its properties
- Expand the 'Outline' drop down > Change the 'Color' as you desire > OK

Is there a way to add text to this region?
I right now use labeled horizontal lines to make a region but a labeled region would be a great addition.
