The resources are in Blueprint.xaml at lines 820 and 821 (Slate Gray.)
Release notes will announce new features, but new additions to skin files have not been listed here. I will make sure your feedback is noted in the feature request to expand documentation for skinning which we added a vote for you earlier.
My recommendation for skin editors would be to hold on to a vanilla version of the xaml files when creating custom skins so when a new release comes out, you can use a diff utility and check the differences between these files. This way you can easily identify small changes that need to be made with an update.
