T (ICE WTI Crude) is trading at 25c per tick. I assume it is supposed to be $10 a tick.

The point value for 'T' is incorrect in the NinjaTrader database, which is causing the incorrect tick value you're reporting. Thanks for bringing this to our attention. I've reported this to the Database Team and they'll be resolving this shortly.
For now, you can manually correct this by:- Disconnecting from all data feeds
- Tools > Instruments
- Locate and double click on 'T'
- Change the 'point value' to '1000' > OK > Close
