The Bars.GetIndexByTime() function is not supported. The function would not return any relevant information for an end user.

I understand it is not supported, but it is available. Saying that "The function would not return any relevant information for an end user." makes no sense. It should return the bar index based on bar time. That IS useful. If it returns no useful information then it wouldn't be there. Can you provide any information regarding it?
