is there any way to determine the best zone to launch a VPS?

my zone choices vary across the US so there is a benefit to setup the VPS in a zone with the least latency to whatever data server ninjatrader brokerage connects us to

If you are trading futures, I would recommend a VPS as close to Chicago as possible.
