ZOrder in Panel 2 Not Working

Here is the scenario:

I have 2 indicators plotted on top of each other in panel 2. The one on top has code for ZOrder priority.

When I load the chart template everything plot fine. Now if add another indicator in panel 3, then delete the panel 3 indicator, the panel 2 will readjust to the bottom of the chart which is normal.

The issue is that the ZOrder is no longer respected in panel 2. Even the Shift - Mouse Scroll does not work. The only way to restore the ZOrder priority is to click the Reload NinjaScript (F5).

I am using NT8.4.
