Creating a hightligt for certain time periods intraday?

I would like to have an indicator that highlights certain time periods intraday. For instance, 10-10.30 in the morning there's often a good time to catch reversals, and there's other periods like that during the day. It could also be good to have when there's macro economic news coming. It would be great to have right there in the chart and not needing to keep track of the time by yourself.

I have seen other indicators highlighting areas when it's criterias are met, like this one:


Should be possible to achieve? A sample of code would be greatly appreciated.
