using a indicator within an indicator

is there a way to set a secondary indicator that I will be using to extract values from when 'importing' or calling to setup the other indicator to make sure that it only calculates on bar close. but the primary indicator will be set to on price change?

When you are importing a new script through Tools > Import > NinjaScript Addon you want an indicator to pull market data values?

A hosted symbiote script will use the same Calculate setting as the host. You can code into either the symbiote hosted script or the host script to only update when IsFirstTickOfBar is true and this will behave as Calculate.OnBarClose.
