Which command says candle is close above green line or below red line?

You could check if the close price is greater or lesser than the line. That can be done using the strategy builder.

The links that we can provide will always show indicators that come with the platform so the information applies to everyone. You can use the same information for third party indicators. To use the indicator you need to first import it and then select it in a condition using the strategy builder. If the indicator does not show up in the strategy builders list that means it does not have a plot so it cannot be used with the builder, to be used an indicator needs to plot a value.
