If you have an action outside of the action block of an if statement, it will always trigger. Put the action in the action block of the if statement so the action only triggers when the conditions are true.

The last bar on a chart does not close until a new bar is formed. Use Calculate OnPriceChange or OnEachTick to trigger actions before the bar closes.
