custom oscillator

Hello,

any idea on how or where I could get an oscillator, which runs on an indicator and shows the current value of this indicator as a percentage range between 0 and 100% of a defined time period.

For example: COT non-commercials net where between 20.000 (0%) and 80.000 (100%) during the last year. today it might be at 50.000, so the oscillator line would be at 50%.
