Drawing image at bar high or bar low

I know it is possible to draw a image on the chart, is there a way to draw an image at a bar and attach it to the bar so as the chart scrolls it moves with that bar.

Yes this is possible. Within your SharpDX rendering routines, you will want to check loop through ChartBars.FromIndex/ChartBars.ToIndex and check if one of those bars should have an image drawn. If so, draw on those bar's coordinates.
