Can one use ToTime if trading is after hours such as 6pm to 6 am?

Yes the ToTime is just a method which converts a DateTime object into an integer. As long as you have data/the script is processing to call this syntax it can convert the supplied time.
This will have less relevance in a multi-day situation due to not having the Date in the result but it will still work to convert values.
