Candle creation/ development - If / Or charting?

I'm interested to find out if an “either/or” candle is possible to create.

For example: every 1000 volume or 1 minute that has passed, whichever comes first since the last candle was created, then create a new candle. Adjustable volume/time settings in the properties.

Simply, I’d like it to have logic like this:

IF 1000 volume
OR 60 seconds
THEN -> Make New Candle

Is is something like this possible to make and work in NT8?

A custom bar type with logic like this sounds complicated but also sounds like it would be possible.
