Add-On for centralizing Risk Management

Hi,

I'm new to Add-on development and was wondering if this is possible:

Have a GUI-less Add-on that subscribes to events like OnAccountItemUpdate(), OnOrderUpdate(), OnExecutionUpdate(), OnPositionUpdate(), etc. which centralizes Money Management and Position Sizing rules across multiple running strategies.

How does this GUI-less Add-on get initialized in this scenario?
