Are there any plans to expose a rest api library of functions for external libraries to query / programmatically set things up with the platform? (usual workflows: choose a basket of instruments, select a strategy, run it, get stats, etc.)

There are no plans currently mentioned for that type of api. In general there are not any specific external API's for full use of the platform, there are only limited API's which were intended for specific external brokers to interact with the platform. If you wanted to do something in an external application of your own that would generally require you to write your own C# addon in NinjaScript which serves that purpose. You can use any C# features or libraries for that type of task.
