Thanks for your post.
NinjaTrader comes with an indicator called Drawing Tool Tile by default that you could use to add drawing tool shortcuts on the chart. This indicator is similar to the one in the screenshot you shared.
Right-click on the chart, select 'Indicators', locate and add the 'Drawing Tool Tile' indicator, and click OK.
