Capture drawing tools objects

Is there an event that can be used to determine when a new drawing tool has been added? I'm familiar with looping through the drawing tools, but looking for a better way than constantly looping through the drawing tools. Also, preferred it detects the new drawing tool as it's drawn/moved/deleted, rather than onbarupdate.

It uses the CollectionChanged NotifyCollectionChangedEvent. From what I have seen in testing it is very fast at detecting additions or removals.
