If I want to import a template instead of copying the xml to the folder is there a way to export? or do I create a blank indicator and put the the template folder in there

For an importable zip you would need to create a dummy indicator if the templates being imported are just general templates that don't relate to what is being imported. The alternative would be to manually copy the .xml files into the corresponding folders.
