is replay data considered historical data for purposes of testing a strategy that calls an ATM strategy thus causing the ATM strategy not to work?

Thank you for your post.

Replay Data is not Historical Data nor is it considered Historical Data. So your NinjaScript Strategy that calls the ATM Strategy methods and functions should work in Market Replay.
