I have question is the Instrument.MasterInstrument.Round2TickSize(double price) is the same with return Math.Round(inDouble / TickSize, MidpointRounding.ToEven) * TickSize; ?

Yes, these seem to produce the same value. You can easily test values using Print() and it will appear in the Output window (Tools > Output).

For example:

        protected override void OnBarUpdate()
        {
			Print(Instrument.MasterInstrument.Round2TickSize(10.3));
			Print(Math.Round(10.3 / TickSize, MidpointRounding.ToEven) * TickSize);
