What does "Pending Submit" order state mean? How to treat it?

Hello NT Friends,

Today I submitted an order (ATMStrategy) from my ninja scripts and the order stayed there hanging in status Pending Submit.

Can you please explain a little more of this status? When does it typically happen? Is this a broker's fault? Order Server? I want to engage the broker, but need more details so I can talk to them

On the same topic, how can I prevent that? How to check if the order has not be executed properly and then cancel and resubmit it as many times as needed?
