scan the ones that has lot of activity in pre-market

Yes, this is possible but will need to be custom developed as it is not directly available in NinjaTrader.

but how do you get all symbols of Nasdaq in a symbols List. we do have to manually enter them, is there a way to have the list to feed to the strategy
