Stop entering positions at certain time

I have the timestart and timeend for 930 to 4 so positions can remain open all day but how do I set it to stop entering new positions say at 11am? Or can you direct me to a section of the manual?

You may use time filters to be able to limit the time of your trading. We have a reference sample that you may view a the following thread that give an example of this.

Looked over the example. Ok so when ToTime is used that's just controlling the time new positions can be entered correct? It won't close any current open positions that go beyond ToTime(Time[0]) < 1100

Actually I guess this is pretty self explanatory, you would set the time period in the entry condition for new positions to be entered. And then set the time in the exit condition for when all trades should be closed by.
