TT/Velocity order error "From Gateway WCNPP > MxNPP"

Hi all - I can't figure this out and I've searched everywhere. I'm getting messages like WCNPP(10) > MxNPP(5) etc. I thought it might be that my new orders were being sent before my previous orders canceled out, so my margin or allowable position size per side was greater than allowed, but when I go and change the orders sizes to 1, I still get an error.

My strategy sends orders out every 3 minutes on both sides of the market. every 3 minutes, the old order cancels and a new order is placed with a new price. Can anyone help?
