is it possible to write a strategy with the following parameters:
the input: 1 -... green bars next to each other with indented in 1 -... tics of the peak of the last bar
on output: the same thing only in reverse order
desirable that the strategy allows to work with any graphic styles (renko, range, seconds...)

It may be possible. Unfortunately I did not follow the specifics of the scenario you're trying to express. Can you please clarify some of your terms. Green bar - are you looking for just close higher than open? Indented in 1.

To get started developing strategies in NinjaTrader, I suggest starting with our strategy wizard. This allows you to specify conditions in a point and click interface.

Yes, that's possible to setup in the strategy wizard. Review that link to get started with it. You're making price data comparisons and offsetting values, which are a couple articles in that link.
