Filled vs Execute

Technically, which is the difference between “fill” and execute? I know , a fill is monitorized through the OnOrderUpdate and an execution throught the OnExectution().

But, can an order be filled and not being execute at the same time?

Which is the difference between an order OrderState.Pending Submit (order submitted) and order working (working at the exchange).?

Working would be working at the exchange and PendingSubmit being 'parked' on the broker's server to transmit it to the exchange.
