I would like to enable or disable the ability for a user to change properties on the strategy property panel from code based on other properties.

Help Appreciated.

Unfortunately not supported. All the properties are initialized at the same time. If you want to "disable" other properties, in your code just have it switch the values all back to default and thus overwriting any settings they set if a certain parameter is a certain value.
