I can't figure out how to set up a simple strategy with buy/sell arrows.

Just want something based on the PPO Indicator.

Signal line crosses PPO up, buy arrow

Signal line crosses PPO down, sell arrow

Be glad to hire someone to set this simple script up for me to use as strategy.

If you want to develop this for yourself, you can start looking at the SampleMaCrossOver strategy for one way to do this. Click Tools > Edit NinjaScript > Strategy. Open up SampleMaCrossOver.
