Implementing ATM logic in code and General help

I am new to programming and NT but i am trying to design a simple MA Cross strategy that incorporates ATM logic without calling an ATM template from withing the strategy (as this can't be backtested). The strategy is a three parcel style system with each parcel being managed independently with code (as with ATM). Be great if one of you gurus could set me on the right track! I have attempted to code some of it and have written some crude psudo code to illistrate the remainder. Any help appresiated.
