Using one security as a benchmark for strategy

Hello,

Is there a way to use a index as a benchmark in a strategy?

For example, if i wanted to analyze VIX (by applying a technical indicator) to help generate buy and sell signals in an automated strategy to trade spiders, how would I program that?
