1 Tick TP , Doesn't always work !!

I'm trying a strategy that goes for a 1 tick TP . Sometimes it goes 1 tick profit (what looks like 1 tick) but it doesn't trigger the TP . Is the smallest reliable TP a 2 Tick TP ?? What gives ??

Profit Target orders are typically limit orders and limit orders are not guaranteed to fill if the market price touches the limit price.
