Tools in Chart

My extended line and line tool no longer work in the main part of the chart (panel 1) or any other panel accept for panel 2. The rest of the tools do work in panel 1. Any ideas? My only thought is that I used the extended line and line tool in panel 2 recently - since then that is the only part of the chart they will draw in.

If you open a new chart (File-->New-->Chart), can you reproduce this behaviour?

I cannot draw the lines on a new chart. So the same condition exists.
