i cant download tws 954 under this link to install it on my laptop with nt 8.

Thank you for reporting. I experience the same on my end. I will inform my superiors - they are currently not in the office, but will be later today. I suggest to download TWS 954 from Interactive Broker's website for now.

Sounds good. I cannot find it on their website either, only their latest version 956.
