scroll wheel disable

I want to disable the scroll wheel from working in the bottom panel of a static DOM. I am referring to the "instrument", "order qty" etc fields. however, I want to be able to scroll the price ladder itself obviously.

reason: there are proving to be times when the market moves quickly, i want to scroll the price ladder, but for what ever reason the cursor is active in one of the lower fields and instead of scrolling price I end up changing something that I absolutely do not want changed....

some sort of right click, lock bottom panel, or bottom panel check box=bottom panel is locked, something like this? should be easy to code. that would be nice.... thanks
