The CQG demo does include minute data however it is historical only. I would recommend writing in to PlatformSupport[AT]NinjaTrader[DOT]com for more information on what a solution to needing live index data may be.

Is there historical data for when the TICK was not functioning?

If you are using the NinjaTrader historical data servers, a gap starting on the 29th is expected. No ^TICK data was recorded during the down-time as it was not streaming and could not be recorded. I've spoken with the Server Admin team and hopefully it will be restored during regular maintenance this weekend, however it is not a guarantee.

Also ^TICK is not be stored currently so if you close or adjust a chart the previous data is not there.

Correct - currently you will not see any data from the historical data servers beyond the 29th.
