Unfortunately we don't have any cirilic version to test, but wouldn't creating a user "test" (all latin chars) serve this very purpose: no need to reinstall Vista, no?

You don't reinstall Vista. Reed this link http://ourworld.compuserve.com/homep...lGor/kbd_e.htm and install a small util for phonetic keyboard.
So, You can call phonetic layout
('A' -> Russian (Cirilic) 'A',
'F' -> Russian 'Ф',
'b'-> Russian 'в', etc.)

So, You will have all cirilic for test.
