NT 6.5.1000.2 Still Not reliably saving Chart state

I still have a persistent issue where on one workspace I have a chart on a second monitor that always opens in a non maximized window even though the workspace is saved when it is in a maximized state. Nothing major, but kind of a nuisance that I thought would be addressed in this release?

Have you tried completely dumping and remaking the workspace? Some people have found success in redoing their workspace.

Josh I tried that and it still doesn't work, I just re-opened NT and my other workspace is not saved in the state that I saved it when I last closed the application. Windows are moved and in a different size. This only seems to effect the workspace that isn't up on the screen upon closing the application. Please advise.
