Legality/Licensing for Chart Reprints in Publishing?

Quick question, what is the legal status of using NT charts for reprinting in a publishing situation (ie newsletter/report to other people/clients etc?)

Is a person allowed to use NT charts as long as credit is given to NT or is there a fee to be paid?
