historical data thru IB - please help

keep getting errors when downloading historical data. i.e. i am downloading 1min data for the VXX. it will allow me to down load data back to it's inception of 1/30/2009 about a month at a time, but it's as if it doesn't archive the data so that when i go back and down load another month it doesn't it's not there or it has to reload the data.
Please help. If there is a better place to down load historical intraday data please let me know. I just dont want to pay for live feeds.
I also tried to download the date range 01/30/2009 to current and it appear it gets thru 9/29/2013 and then i get this error:

forgot to put the error in last message ."Ninja Trader has reached an IB limitation for historical data requests. IB may reject all historical data requests for the next 5 minutes: historical Market Data Service error message: Historical data request pacing violation"
