Difference between 'Buy' and 'BuyToCover' in unmanaged mode

When I call SubmitOrder() in Unmanaged mode, I'm required to supply orderAction of type OrderAction. This enum has four values: Buy, BuyToCover, Sell, SellShort.

I realize their meaning in Managed mode, but do they have any effect in Unmanaged mode?
Namely, are the following statement equivalent?

SubmitOrder(0, OrderAction.Buy, OrderType.Market, 1, 0.0, 0.0, "", "mySignal");
SubmitOrder(0, OrderAction.BuyToCover, OrderType.Market, 1, 0.0, 0.0, "", "mySignal");
