delayed time

Hi There ,

Can u help me ?

I have delayed time every day.
So I started before using NT synchronize time with servers (see attachment) and
I get accuracy time (world time). But I use indicator and this indicator measure spread time between my time (windows ) and provider time ( CQG). There is always 3 sec delayed time. I created task schedule in windows and in this task has been add time synch every 15 min. Nothing change. Still I have 3 sec delayed time.

Also I can see time and sale window , that spread is exactly 3 sec delay after pit open.
Also I did re-instal NT.

I did try many sync.servers , also all options in windows , but still have same issue.
Spec :
Windows 8.1
NT 7.00000.22
CQG to NT (ping data receive) - approx. 150 - 300 ms
Time zone : Standard time zone: No UTC/GMT offset ( Dublin )
Provider CQG
Trade instruments - ES ,YM ,NQ
