Cannot seem to launch Condition Builder in NinjaScript Editor

Hi:

After I type "if" and then right-click, the menu does not offer either "Insert Action..." nor "Insert Condition...".

I am using Version 6.5.

I tried from within existing inidicators and from new indicators.

Does this functionality only work for Strategies?

ok found an answer to my question now, so why does this only work with strategies??
