Hotkeys Won't program

I use Simulated NT. I Disconnected from Live Data.

Trying to set up hotkeys. Always get message "Invalid Shortcut", no matter choices.
Something not right.
I went to Tools, Options, General Tab, Checked "use order entry Hotkeys".

I get a Message "All hotkeys are inactive when a modal form is active."

Don't know the problem.

This is just a informational notice that all hotkeys are inactive when a modal form is active, an example is the message itself.
