I am trying to export ^TICK data from my NinjaTrader program on one PC then import it into my NinjaTrader program on another PC and I get the subject message. What could be causing this? The instrument is set up in the same manner on the receiving PC the only difference is the data source, but I'm doing the import while disconected from the data source.

Hello ECI-Ed,
The error indicates the instrument is not present in NinjaTrader. Please proceed as follows. Disconnect your data feed and go to Control Center-->Tools-->Options-->Data-tab and click Reset Instruments. Restart NinjaTrader.
Add the ^TICK index to an instrument list in the Instrument Manager. Instructions can be found at the link below.
Subsequently perform the import once more.
