Yep, it was TWS.

IB acknowledged that there is a bug, they call it "Stale quotes", in TWS Build 927.7 that is going to be addressed in TWS Build 937. Be nice if they would of told me that the first time I called. Every time IB releases a new build they usually break something else, and NinjaTrader will need to support TWS 937 (if it works). Oh well, at least I know what it is.
