spread betting from USA through NT?

Is this now illegal?

I remember seeing videos using NT...

and I think I remember seeing an article about it now being illegal from USA because of new usa law(s), ie, this probably doesn't apply to outside usa.

the only reason I query is because I was looking at this book for purchase
