Historical data servers illegal?

I was talking to another platform provider and asked the following question and received the following response:

Do you offer have historical data servers like NT? I use Zenfire for live data and they don't provide historical data.

We don’t have historical servers like NT, because that is in fact, illegal. We are not a licensed data vendor, and I heard action may be taken by exchanges against NT because of those servers.

Is this true? Likelihood of exchanges taking action against NT?

Hardly likely. NT is a licensed data vendor through their wholly owned Kinetick.
