NT does not startup if I have the "connect on startup" set and the data server is down. It stalls without any visible windows, no timeout. The only way is kill the process.

Yes - any interruption or error in the connection process when this feature is enabled can cause the behavior you outlined. I can help to correct this by disabling that feature if you'll contact me with a note to Support [AT] NinjaTrader [DOT] com.
