Minute bars constructed from tick data

I am trying to understand how NinjaTrader constructs minute bars from imported tick data, given that the minimum time increment in NT tick data is 1 second.
If we take for example the constructed 10h00am EST 1-min bar, does this contain all ticks …
[A] from 09h59m00 to 09h59m59s, or
[B] from 09h59m01 to 10h00m00s?
And is this the same for both NT 6.5 and NT 7?
